REQUEST FOR RELEASE OF FUNDS
On or about August 22, 2025, the City of Trenton will submit a request to Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the City of Trenton CDBG #23DB-N35 Sanitary Sewer Treatment Upgrades and Potable Water Plant Upgrades Project to make the following improvements:
Activities:
Service Area #1 – Sanitary Sewer Treatment Upgrades – WWTP Spray Field Rehabilitation
Activity: 03J Sewer Treatment Plant Upgrades – The City of Trenton proposes utilizing CDBG assistance to rehabilitate the components of the Wastewater Treatment Plant’s (WWTP) Spray Field that have exceeded their life expectancy, and in many instances have failed or are near failure. The proposed work will take place at 516 SR 47 in the City of Trenton, Florida, within Gilchrist County. The CDBG funded improvements include the following work at the City of Trenton’s Wastewater Treatment Plant Spray Field:
- Replacement of Isolation Valves,
- Replacement of Piping,
- Replacement of Spray Heads, and
- Replacement of Support Structures.

The proposed improvements to the City’s Wastewater Treatment Plant Spray Field will ultimately improve the City’s sanitary sewer system, by replacing components that are failing or have failed, and will generally provide the City’s residents with more reliable sanitary sewer service.
Service Area #1 includes all occupied residential properties served by the City of Trenton’s sanitary sewer system.
Service Area #2 – Potable Water Plant Upgrades:
Activity: 03J Water Tank/Well/Treatment Plant Improvements: – The City of Trenton proposes utilizing CDBG assistance to rehabilitate or replace the components of the Potable Water Wells Numbers 1, 2, and 3 that have exceeded their life expectancy and are critical to the continued dependable operation of the City’s potable water service. The proposed work will take place at 112 NE 1st Avenue and 223 SE 3rd Avenue (Trenton State Park) in the City of Trenton, within Gilchrist County. The proposed improvements include the following work at the City of Trenton’s Potable Water Wells:
- Replace Wellhead Piping at Wells Number 1 and 2,
- Replace the Master Meter,
- Upgrading to the Metering Telemetry System, and
- Replace Well Number 3 Motor Starter with Variable Frequency Drive.

FINDING OF NO SIGNIFICANT IMPACT
The City of Trenton has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 500 North Main Street, Trenton, FL 32621, and may be examined or copied from 7:30 a.m. – 6:00 p.m. Eastern Time, Monday through Thursday.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Brittany Mills, City Manager, City of Trenton, 500 North Main Street, Trenton, FL 32621. Comments may also be submitted via email at bmills@trentonflorida.org. All comments must be received by August 21, 2025. Comments will be considered prior to the City of Trenton requesting a release of funds. Comments should specify which notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Trenton certifies to the FloridaCommerce that Robbi Coarsey Avery in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Trenton to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the City of Trenton’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Trenton; (b) the City of Trenton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the City of Trenton to verify the actual last day of the objection period.

This is to give notice that the City of Trenton, Florida under 24 CFR Part 58 has conducted an evaluation as required by Executive Order (s) 11988, as amended by Executive Order 13690, and or Executive Order 11990, in accordance with HUD Regulations at 24 CRF 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Florida Department of Commerce (FloridaCommerce) Small Cities Community Development Block Grand (CDBG) program and subgrant agreement number 23DB-N35. The proposed project areas are located at 516 SR 47, 112 NE 1st Avenue and 223 SE 3rd Avenue in the City of Trenton, in Gilchrist County. The project area located at 516 SR 47 is partially located in the Federal Flood Risk Management Standard (FFRMS) floodplain/wetland.
The extent of the FRRMS floodplain was determined using FEMA Floodplain Maps to determine that approximately 3.37 acres of the project areas are located with the FFRMS 100 year floodplain. The FEMA maps for the City of Trenton included the (.2) 500 year FFRMS designations. No portions of the project areas are located within a wetland. The proposed CDBG funded work at the existing sanitary sewer spray field will provide the City with more reliable aeration of its sanitary sewer treatment and no adverse affect on the FFRMS floodplain is anticipated. The CDBG – funded work at the City’s three potable water wells is located with the FFRMS.

Rehabilitate WTP Components
The City of Trenton has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain/wetland; The work at the Wastewater Treatment Plant (WWTP) spray field and Wells 1, 2 and 3 is essential to providing the residents of the City of Trenton with working municipal sanitary sewer and water service. Very small portions of the Wastewater Treatment Plant and Spray Field are located within the 100 year flood plain and are not located within the 500 year flood plain per the FEMA map, which includes the 500 year flood plain designations. Wells 1, 2 and 3 are not in the 100 year floodplain and are not located within the 500 year floodplain per the FEMA map, which includes the 500 year floodplain designations.
The City considered removing the Sanitary Sewer WWTP and Spray Field work from the scope of the project and determined that the need for the proposed upgrades was essential and would have minimum impact to the 1oo year flood plain as the site is currently being used for wastewater treatment and aeration. Secondly, the City considered relocating the portions of the Spray Field that are in the 100 year flood plain and determined that acquisition would be required that would increase the cost and the timeframe for the project and would not be feasible. Additionally, the City considered continuing with project as proposed ensuring mitigation measures to any potential risks to the FFRMS floodplain are incorporated into the design plans and specifications for the wastewater treatment/spray field portions of the project. Finally, the City considered not completing the project at all.
The City of Trenton has reevaluated alternatives to building in the flood plain/wet land and has determined that it has no practicable alternative to flood plain/wet land development. The City will, however, ensure that proper mitigation measures are in place during construction to ensure minimum impact to the FFRMS flood plain. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, and or Executive Order 11990, are available for public inspection, review and copying upon request at the times and locations delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in flood plain/wet land and those who have interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comments about flood plain and wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in flood plain and wetland, it must inform those who may be put at greater or continued risk.

Rehabilitate WTP Components
There are three primary purposes for this notice. First, people who may be affected by activities in floodplain/wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the [floodplain/wetland]. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain/wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain/wetland, it must inform those who may be put at greater or continued risk.

Se notifica por este medio que la Ciudad de Trenton, Florida, de conformidad con el Título 24 del Código de Regulaciones Federales (CFR) Parte 58, ha determinado que la siguiente acción propuesta en virtud del programa de Subvención en Bloque para el Desarrollo Comunitario de Pequeñas Ciudades (CDBG) del Departamento de Comercio de Florida (FloridaCommerce) y el acuerdo de subvención número 23DB-N35 se encuentra en la llanura aluvial/humedal del Estándar Federal de Gestión de Riesgos de Inundación (FFRMS) , y la Ciudad de Trenton identificará y evaluará alternativas viables para ubicar la acción dentro de la llanura aluvial/humedal y los impactos potenciales en la llanura aluvial/humedal de la acción propuesta, como lo requiere la Orden Ejecutiva 11988, modificada por la Orden Ejecutiva 13690 y/o la Orden Ejecutiva 11990 , de acuerdo con las regulaciones del HUD en 24 CFR 55.20 en la Subparte C Procedimientos para tomar determinaciones sobre la gestión de llanuras aluviales y la protección de humedales.
La evaluación del FFRMS se realizó utilizando los mapas de llanuras aluviales de FEMA para determinar que aproximadamente 3.37 acres de las áreas del proyecto se ubican dentro de la llanura aluvial de 100 años del FFRMS. Los mapas de FEMA para la ciudad de Trenton incluyeron las designaciones del FFRMS de (.2) 500 años. Ninguna parte de las áreas del proyecto se encuentra dentro de la llanura aluvial de (.2) 500 años del FFRMS. Además, ninguna parte de las áreas del proyecto se encuentra dentro de un humedal. Las obras propuestas, financiadas por el CDBG, en el campo de rociado de alcantarillado sanitario existente proporcionarán a la ciudad una aireación más confiable de su sistema de tratamiento de alcantarillado sanitario y no se prevén efectos adversos en la llanura aluvial del FFRMS. Las obras financiadas por el CDBG en los tres pozos de agua potable de la ciudad no se ubican dentro del FFRMS.
Actividad: 03J Mejoras de la Planta de Tratamiento de Alcantarillado – La Ciudad de Trenton propone utilizar la asistencia del CDBG para rehabilitar los componentes del Campo de Aspersión de la Planta de Tratamiento de Aguas Residuales (PTAR) que han superado su vida útil y que, en muchos casos, han fallado o están a punto de fallar. El trabajo propuesto se llevará a cabo en 516 SR 47 en la Ciudad de Trenton, Florida, dentro del Condado de Gilchrist. Las mejoras financiadas con el CDBG incluyen las siguientes obras en el Campo de Aspersión de la Planta de Tratamiento de Aguas Residuales de la Ciudad de Trenton: Reemplazo de Válvulas de Aislamiento, Reemplazo de Tuberías, Reemplazo de Cabezales de Aspersión y Reemplazo de Estructuras de Soporte. La Planta de Tratamiento de Aguas Residuales y el Campo de Aspersión se encuentran parcialmente (3.37 acres del área del proyecto de 73.75 acres) en la llanura aluvial de 100 años. La revisión de los mapas de FEMA, que incluyen designaciones de llanura aluvial de 500 años, muestra que ninguna parte del campo de aspersión está fuera de la llanura aluvial de 500 años.

Actividad: 03J Mejoras al Tanque/Pozo/Planta de Tratamiento de Agua: La Ciudad de Trenton propone utilizar la asistencia del CDBG para rehabilitar los componentes de los Pozos de Agua Potable 1, 2 y 3, cuya vida útil ha excedido su expectativa de vida útil y que son cruciales para el funcionamiento continuo y confiable del servicio de agua potable de la Ciudad. La obra propuesta se llevará a cabo en 112 NE 1st Avenue y 223 SE 3rd Avenue (Parque Estatal de Trenton) en la Ciudad de Trenton, dentro del Condado de Gilchrist. La obra financiada por el CDBG incluye: el reemplazo de las tuberías de los cabezales de los pozos 1 y 2, el reemplazo del medidor maestro, la modernización del sistema de telemetría de medición y el reemplazo del arrancador del motor del pozo 3 con un variador de frecuencia. Ninguno de los tres pozos se encuentra en la llanura aluvial de 100 años. Este aviso tiene tres propósitos principales.
